MINIMUM TRAINING & EXPERIENCE An Associate Degree from an accredited college or university with course work in Social Services, Sociology, or Psychology plus 2 years of recent experience providing either direct service to crime victims or work in social services. Additional course work in criminal justice is preferred. Must possess a valid Florida's Driver's License and have and maintain an acceptable driving record.
SPECIAL REQUIREMENTS Possess general knowledge of advocacy resources. Computer skills and a working knowledge of personal computers, Windows, Microsoft Word and Excel are desirable. Must attend a 40-hour advocacy training prior to being involved in victim's advocate program. Must attend a minimum of 12 hours advocacy related continuing education annually. Must obtain a Florida Certified Victim Practitioners Certification within one year of date of hire.
EMERGENCY DECLARATION STATUS Non-essential employees will not be required to work during a declared emergency but may be required to work during an undeclared emergency or in the aftermath of an event associated with a declared emergency. On an incident by incident basis, the employee's Department Head will make the determination when the employee will be required to work.
GENERAL STATEMENT OF JOB Under limited supervision, performs specialized advocacy service to the victims of domestic violence and violent crime. Work involves interviewing and providing assistance and direction to the victims of domestic violence/violent crime and their children, preparing records and assisting in the preparation of crime compensation claims. Performs victim assessment and determines services needed. Communicates with various agencies in addressing the needs of those victims served. Must exercise considerable initiative and independent judgment in completing assigned tasks. Must be well organized and have good administrative skills as well as strong interpersonal skills. Reports to the Community Services Administrator.
SPECIFIC DUTIES & RESPONSIBLITIES ESSENTIAL JOB FUNCTIONS Works directly with police officers as part of a first response team.
Reviews Violent Crime Reports daily to start the advocacy process.
Participates in community outreach events.
Completes victim assessment forms and safety planning for each case assigned.
Provides assistance to victims to arrange referrals for social, economic, vocational, psychological, legal and medical needs.
Provides limited counseling and determines the type and extent of problems which apply. Works toward resolution of physical or emotional difficulties resulting from involvement in the crime situation. Determines if additional counseling is necessary and makes referrals to appropriate community agencies or organizations.
Works directly with local shelters, early intervention centers, psychology services, health centers and other sources who will provide help to victims.
Transports victims to necessary appointments resulting from domestic violence/violent crime incident.
Assists victims with applying for injunctions and accompanies victims to injunctions hearings for supportive issues.
On-call, when necessary, via pager, as back-up to on-call Volunteer Advocates and to respond as necessary.
Conducts follow-up contacts on an individual basis based on the victim's needs.
Works directly with volunteers assigned to Victim Services Program.
Assists victims in filing crime compensation claims.
Compiles all information on victims to comply with civil rights laws and to maintain compliance with grant funding.
Compiles all records to comply with the Victim Services Program.

Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost. Additional coverage is available at the employee's cost up to the Guaranteed Issue amount of $250,000.
Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employee's cost.
Short Term Disability: Coverage pays 66 2/3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks.
Long Term Disability: Coverage pays 66 2/3% of employee's salary at time of disability after a 180 consecutive day waiting period.
Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.
Holidays: 10 holidays and 1 birthday holiday.
Paid Leave: Accrue 96 hours of vacation and sick leave per year. Accrued vacation hours increase after 10 years of service.
