POSITION OVERVIEW SECTION

The employee shall provide professional Safety, Environmental, and Occupational Health Manager to support any assistance necessary to aid in the mission accomplishment of the Human Effectiveness Directorate, Bioeffects Division 711 HPW/RHD. The Bioeffects Division enable maximum safe exploitation of electromagnetic spectrum for national defense. Performance shall be according to the requirements contained in this Performance Work Statement (PWS).

Essential Job Functions

  • Execute safety, environmental, and occupational health plans/programs and assist in developing/issuing instructions and procedures establishing technical and administrative safety and occupational health requirements which frequently become official policy and may impact a wide range of RHD safety activities. Update safety, environmental, and occupational health standard operating procedure applicable to laboratory activities.
  • Plan and carry out surveys evaluating laboratory operations including warehouses, and buildings occupied by equipment and personnel; prepare assessments, information, and survey reports identifying unsafe operations and conditions, recommending corrective actions required. The contractor employee shall seek cooperation of Government personnel supervisors to eliminate unsafe working conditions.
  • Participate in meetings, working groups and TSRL Institutional Animal Care and Use Committee to ensure all safety, environmental, and occupational health issues are accurately addressed.
  • Review and evaluate a wide variety of hazardous operations within Tri-Service Research Laboratory mission to include approving and signing off on AF Form 4s prior to Division Chief submittal.
  • Develop and conduct a comprehensive safety, environmental, and occupational health education program through training sessions, group discussion, and supervisor-employee discussions; publicize safety articles and disseminate safety educational materials to Branch Safety Monitors and RHD staff.
  • Administer a safety and occupational health program within a technical directorate with numerous laboratories on a military installation. They develop courses of action to minimize or eliminate hazardous operations and conditions and devise alternative measures to meet unconventional circumstances which increase the risk of an accident. Work efforts result in minimizing or reducing unsafe acts and conditions throughout the Tri-service Research Laboratory affecting military, civilian, and contractor personnel as well as protecting significant government property investments.
  • Conduct monthly Safety meeting with Branch Safety Monitors to provide status of Safety Dashboard and gather Quarterly Unit Safety report to brief Detachment 5 Commander.
  • Develop safety solutions to resolve any Environmental Health Safety hazards or concerns within cost and schedule constraints following a safety order of precedence to include elimination, substitution, engineering controls, work practice controls, training, and personal protective equipment (PPE) to ensure that safety of personnel, property, and the environment are within acceptable risk boundaries.
  • Provide periodic safety briefings to all RHD staff.
  • Conduct weekly safety inspections of administrative areas and periodic assessments, evaluations, and surveys of facilities, equipment, and operations. Identifies deficiencies in the program and variances to the standard (s) using a comprehensive knowledge of regulations, standards, procedures, methods, and techniques to determine compliance with safety, environmental, and occupational health regulations. Plans alternative course of action to resolve hazardous conditions and unsafety working practices. Documents and reviews inspection assessment and evaluation findings, recommends or initiate appropriate program improvements based on findings, and prepares formal reports for dissemination to appropriate staff members. Ensures follow-up inspections are conducted and violations and hazards corrected.
  • Manage the annual Industrial Hygiene Surveys four branches, and 59 MDW to include the Respiratory Protection Program, Ventilation Surveys, Noise Surveys, Air Samplings, and OSHA Expanded Chemicals. Contractor employee shall coordinate with Brooke Army Medical Industrial Hygienist, JBSA Lackland or Randolph Bioenvironmental Engineering as needed.
  • Assist in the development and participates in training designed to inform employees, supervisors, management, and other occupational health, industrial hygiene and/or safety professional personnel on industrial hygiene and related occupational health, safety, radiation and environmental issues.
  • Conduct safety mishap incident investigations including initial follow-up, root clause analysis, and corrective action development and closure. Coordinate with other installation offices regarding comprehensive occupational health matters affecting TSRL personnel.
  • Review emergency management plan, hazardous communication plan, hazardous materials management plan, laser safety plan, radio frequency radiation and ensure compliance with all applicable regulations.
  • Review and evaluate plans for new construction, alteration of facilities or for new processes including new materials that are of a hazardous/toxic material nature.
  • Consult and maintains liaison with other safety and health personnel such as industrial hygienists to resolve occupational health hazards, civil engineers regarding alterations of buildings, also with National Safety Council specialists to become familiar with the latest safety techniques and protective devices.
  • Demonstrate proficiency in computer and software programs.
  • Provide advice the commander and senior management on safety, industrial hygiene, environmental, and radiation issues using advanced knowledge of safety, environmental, radiation, and occupational health practices and principles to control a wide variety of hazards. The contractor employee will review and validate all safety, environmental, radiation, and occupational health elements for all internal and external assessments, surveys, and reports.

Qualifications

Mandatory Qualifications

  • P ossess a minimum of Bachelor's Degree in Engineering, Occupational Health and Safety, Physic, or Chemistry.
  • At least 10 years' demonstrated experience in Safety, Environmental, and Occupational Health.
  • Knowledge of safety, environmental, radiation, and occupational health principles, practices, procedures and standards applicable to a full range of complex management responsibilities for an Air Force research laboratory on a military installation.
  • Demonstrated experience adhering to and providing thorough knowledge of the following Air Force regulations and references: DAFI 91-202 US Air Force Mishap Prevention Program, DAFMAN 91-203 Air Force Occupational Safety, Fire, and Health Standards, AFI 48-109 Electromagnetic Field Radiation, AFI 48-139 Laser and Optical Radiation, 711 HPW USR Training Guide Nov 2022, AFI 90-821 Hazard Communication Program, DAFMAN 48-146 Occupational Health Program, DAFI 48-145 Occupational and Environmental Health, DAFPAM 90-803 Risk Management (RM) Guidelines and Tools, and AFMAN 32-7002 Environmental Compliance and Pollution Prevention. In addition to the forementioned, the contractor employee shall have thorough knowledge of national and industry standards (i.e.- OSHA, etc).
  • Ability to obtain a Secret Clearance.
  • Current CPR/AED Adult training and certification.
  • Have a Non-Disclosure Agreement in place with their company, and the company shall provide a copy to the Program Manager of this task order. This is necessary in order to mitigate transfer of any confidential, proprietary and/or sensitive information while in this position.

Highly Desired Qualifications

  • Active Secret Clearance.
  • Prior Air Force experience performing some/all tasks within this PWS.
