POSITION SUMMARY The shipboard environmental management team of each ship includes an Environmental Officer (EO) who is a three-stripe, non-watch standing officer. The EO's primary function is the training, oversight, implementation, and verification of regulatory compliance as it relates to applicable environmental laws. The EO also provides assistance to the Fleet Regulatory Compliance Department, assisting in the development of environmental policies and procedures.
ESSENTIAL FUNCTIONS - Administer and monitor the implementation of NCL's Environmental Program.
- Advise the Master, Chief Engineer and other senior ship management, including all department heads on environmental compliance, policies and procedures.
- Participate in the Master's weekly ship management meeting to provide environmental guidance and updates to the Master and the department heads.
- Ensure that all outstanding environmental compliance items requiring corrective action are included in the shipboard action log.
- Report unauthorized releases or spills into the environment to the Master, VP Fleet Regulatory Compliance and the Designated Person. In the event the Master is unavailable, or fails to report an environmental spill that the EO concludes must be reported, then he shall consult with the VP Fleet Regulatory Compliance regarding the need to make such a report.
- Represent the shipboard perspective during all shipboard reviews of environmental policies, procedures, and systems with the VP Fleet Regulatory Compliance, and others in the Marine and Technical Operations.
- Supervise the Pest Controller's duties and responsibilities.
- Oversee the implementation of Norwegian Pest Control Procedures.
- Supervise the Environmental Operator's duties and responsibilities.
- Regularly review all environmental logs and records, including the Oil and Waste Record Books for completeness and accuracy.
- Maintain records on shipboard activities related to environmental policies, procedures and programs, including the status of environmental management programs and training which occurs onboard.
- Maintain ship copies of all waste manifests and waste disposal receipts.
- Ensure that all wastes subject to special handling requirements are being managed properly and in compliance with company policies.
- Provide training and guidance to all crew on environmental policy, including its commitment to compliance with the letter and the spirit of applicable local, state, federal and international laws, rules and regulations.
- Assist crew in resolving environmental concerns, such as inoperative pollution control equipment, ineffective procedures, or inability to meet recycling goals.
- In cooperation with the Technical Department or at the explicit request of the Fleet Regulatory Compliance Department, evaluate environmental systems and procedures to determine compliance, quality, effectiveness and compatibility with other shipboard systems.
- Evaluate shipboard environmental operating systems to recommend any necessary contingency plans in the event of system defects/failures.
- Assess each component of the shipboard environmental program, such as recycling programs, spill response, chemical management, and waste management.
- Recommend improvements in shipboard environmental management systems, procedures and equipment to the Master and the VP Fleet Regulatory Compliance.
- Investigate and respond to inquiries or complaints of any crewmember or guest regarding perceived improper shipboard environmental practices.
- Review technical journals and manuals, attend seminars, and participate in professional activities to keep current on new technology and management systems for environmental programs and practices.
- Performs other related duties as assigned or as directed. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
- Must be familiar with the Safety and Environmental Protection Policy and the SMS, and carry out the policies and procedures appropriate for his/her position.
- The EO primary duty is to ensure that the ship is in compliance with applicable local, state, federal and international environmental laws and regulations.
- The EO will be given full access to all employees and to all areas of the ship.
- Administration, Training, Compliance, Supervision of Environmental Operators and Pest Controller
- The EO reports directly to the Master for compliance related issues with a direct reporting relationship to the VP Fleet Regulatory Compliance. For all other shipboard matters, the EO reports to the Staff Captain.
- Administer the NCL Environmental Program onboard, including all environmental training and compliance.
QUALIFICATIONS - Intermediate to Advanced verbal and written level of English is required.
- Intermediate knowledge of Microsoft Word, Excel and AMOS is required.
- The incumbent must be able to work in a multi-cultural environment; also, must be able to adjust to changes in schedules, assignments and deadlines.
EDUCATION - Basic Safety Course Certificate from a recognized educational institution is required.
- Advanced Marine Firefighting certificate from a recognized educational institution is required.
- Environmental Officer Course certificate from a recognized educational institution is required.
- High school diploma or foreign equivalent is required.
