Description
As an independent section within the Office of the Secretary, the Office of Administrative Hearings (OAH)carries out its mission to conduct fair and impartial mining and environmental administrative hearings andother proceedings as required by statute. In doing so, OAH helps ensure that important mining andenvironmental disputes, all impacting the regulated community as well as the health and safety of Kentucky'scitizens and the environment, are heard pursuant to statute by qualified and experienced administrativehearing officers. OAH provides due process to those seeking to exercise their statutory rights to contestCabinet decisions.
The Environmental Administrative Hearing Officer will be responsible for conductinghearings and other proceedings involving mining and environmental issues of a complex and sophisticatednature, and making written reports and recommendations to the Secretary regarding the same.
This is an Interim position. An Interim position means a position established to address a one-time orrecurring need of less than nine (9) months duration and is exempt from the classified service under KRS118A.115.

Responsibilities may include but are not limited to:
- Conducting environmental administrative hearings and related proceedings, including conferences, emergencyrelief proceedings and mediations, pursuant to Kentucky Revised Statutes Chapters 146, 149, 151, 223, 224,350, 351 and 353. Some travel may be required.
- Preparing reports and recommendations containing findings of fact and conclusions of law, preparing proposedfinal orders for the Secretary of the Cabinet, preparing monthly conference orders, preparing emergency reliefreports, and other associated documents.
- Conducting research on substantive law issues arising under assigned cases or other matters.
- Attending trainings and conferences
- Managing and tracking cases including active cases, defaults, cases in abeyance, mediation, and casesscheduled for hearing and motion practice.
Required skills and experience:
- Reliable, dedicated attorney licensed to practice law in the Commonwealth of Kentucky.
- Excellent legal writing and legal research skills.
- Excellent oral communications skills.
- Ability to preside over, control, and manage in-person and remote administrative hearings with multipleparties, counsel, and other participants.
- Self motivated and excellent time management skills.
Minimum Requirements
EDUCATION: See Special Requirements.
EXPERIENCE, TRAINING, OR SKILLS: Must have three years experience as a licensed attorney in the practice of law.
Substitute EDUCATION for EXPERIENCE: A Master of Law degree will substitute for one year of the required experience.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must be licensed to practice law in the Commonwealth of Kentucky. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Working Conditions
Incumbents working in this job title primarily perform duties in an office setting. Minimal travel is required.
